	a student must have a 3.0 cumulative grade point average and 
	an overload approval by the advisor, department head, and dean 
	of college/school in which the student is majoring.

3.	Credits carried at any unit of UAF are considered in the 
	determination of study load hours and for full-time or part-
	time classification in any one semester.

STUDENT INITIATED WITHDRAWALS WILL BE ACCEPTED IF THEY ARE 
OFFICIALLY REQUESTED BEFORE 60% OF THE SCHEDULED LENGTH OF 
THE SEMESTER OR SESSION HAS ELAPSED.

Total withdrawal from UAF must be initiated by the dean of the 
college/school where the student is majoring.  The Dean of Students 
must initiate the withdrawal for non-majors.

The dean initiating the withdrawal will immediately notify the 
course instructors and the student's advisor of the withdrawal.

Withdrawal from UAF is the official discontinuance of attendance 
prior to the end of the semester or session.

Withdrawals, after the second week, regardless of type, will appear 
on the student's permanent record as the letter "W" but will have no 
effect on the student's GPA or any reference to the student's 
standing in the class.

All withdrawals must be acknowledged by the student in writing.

A STUDENT IN A DEGREE OR CERTIFICATE PROGRAM MUST OBTAIN A 
SIGNATURE FROM HIS/HER ADVISOR IN ORDER TO WITHDRAW FROM A 
COURSE.

AN INSTRUCTOR IS NOT REQUIRED TO SIGN THE WITHDRAWAL FORM 
WHEN A STUDENT IS WITHDRAWING FROM HIS/HER COURSE.

The above withdrawal policy deadlines are adjusted for courses 
shorter in time than the regular semester.

The appeals route for students or faculty regarding the dean's 
decision is the Chancellor's Office, and then to the Fairbanks 
Grievance Council.

	RATIONALE:  	Changes the signature requirements and 
		redefines the time in which a withdrawal must be 
		accomplished. A percentage basis would be applicable to

included in any GPA calculations.  Courses for which credit is 
awarded may be counted toward the fulfillment of degree

during the first two weeks of the semester by informing the

Amend policy on transfer of credit as exists in catalog to the 
following:

Transfer of Credit
-----------------

Credit accepted for transfer to UAF which has been earned at other 
accredited institutions, through military educational experiences or 
credit accepted by special approval shall be considered as transfer 
credit. Where possible, transfer credit will be equated with UAF 
courses.

The following regulations apply to transfer of credit:

1. 	Only persons accepted as degree or certificate candidates at 
	UAF are eligible for transfer of credit.

2.	The applicability of any transfer credit to major and/or minor 
	requirements is subject to approval by the appropriate major 
	and/or minor department. Transfer students must fulfill the 
	graduation and residency requirements of UAF, including those 
	which may be required for a particular program. Baccalaureate 
	degree candidates must complete 30 of the last 36 credits in 
	residence, including 24 credits of upper-division work, and 
	associate degree candidates must complete 15 of the last 30 
	credits in residence.  A maximum of 60% of required course 
	work to earn a certificate may be accepted in transfer.

3.	Credits earned at the 100-level or above with a grade of "C" or 
	higher at accredited institutions will be considered for 
	transfer.

4.	Transfer credit is not included in UAF grade point computation.

5.	The class standing of the entering transfer student is based 
	upon the number of credits UAF accepts of his/her previous 
	college work.

6.	Credits may be awarded for formal service schooling and 
	military occupational specialties (MOS) as recommended in the 
	"Guide to the Evaluation of Educational Experience," published 
	by the American Council on Education. A maximum of 49 
	credits combined from these sources can be applied toward an 
	associate or bachelor's degree. Credit completed through the 
	Community College of the Air Force is considered to be in this 
	category and is subject to the same regulations, as is credit 
	accepted for the completion of Defense Activity Non-
	traditional Education Support (DANTES) tests.

7. 	Special review for approval of the transfer credit not meeting 
	the requirements stated above may be requested from the 
	Director of Admissions and Records.

UAF Correspondence courses are included in the determination of 
full-time status for the purpose of consolidated tuition and 
eligibility for financial aid when enrollment occurs during the 
regular registration period and the course is completed within the 
same semester. The student may enroll in correspondence courses at 
other times of the year but these courses will not be included in the 
determination of full-time student status. Academic responsibility 
for correspondence courses will reside in the discipline whose 
designator they carry.

UAF will allow a total of 32 credits of correspondence study to 
apply toward a baccalaureate degree and 15 credits toward an 
associate degree.

	RATIONALE: 	This motion provides increased access to 
		courses for students l) in rural areas, 2) students unable

university-wide:

Incomplete Grade Policy
----------------------

The letter grade "I" (incomplete) is a temporary grade used to 
indicate that the student has satisfactorily completed (C or better) 
the majority of work in a course but for personal reasons beyond the 
student's control, such as sickness, has not been able to complete 
the course during the regular semester.  Normally, an incomplete is 
assigned in the case when the student is current in the class until at 
least the last three weeks of the semester or summer session.  
Negligence or indifference are not acceptable reasons for an "I" 
grade.  The deferred grade (DF) should be used for those cases when a 
student is unable to complete a course due to institutional reasons, 
such as breakdown of laboratory equipment.  THE NO BASIS GRADE 
(NB) MAY BE USED SOLELY AT THE DISCRETION OF THE INSTRUCTOR IF 
THERE IS INSUFFICIENT BASIS FOR EVALUATION TO OCCUR.  (PJOR)

[[The assignment of an incomplete grade can only be made by the 
instructor after consultation with the Dean of the school or college 
in which the course is given.  Deans are encouraged to consult with 
the Dean of Students in questionable cases.]]  The instructor will 
also include a statement of the work required of the student to 
complete the course at the time the "I" grade is assigned AND A COPY 
OF THE NOTICE OF INCOMPLETE GRADE WILL BE SENT TO THE DEAN OF 
THE SCHOOL OR COLLEGE IN WHICH THE COURSE IS GIVEN.  (PJOR)

An incomplete must be made up within one year or it will 
automatically be changed to an "F" grade by the Records Office.  The 
"I" grade is not computed in the student's grade point average until it 
has been changed to a regular letter grade by the instructor or until 
one year has elapsed at which time it will be computed as an "F".  A 
senior cannot graduate with an "I" grade in either a University or 
major course requirement.  To determine a senior's grade point 
average at graduation, the "I" grade will be computed as a failing 
grade.

	RATIONALE: 	Former community colleges utilized a 
		permanent "I" system for incompletes after one year.  
		This motion would remove the permanent "I" as an option 
		within the system.

P Pass - The grade "pass" indicates satisfactory completion of 
course requirements at either the undergraduate or graduate level.  
A "pass" grade does not affect the grade point average but credits 
earned with "pass" grades may apply toward meeting degree 
requirements and may be used as a measure of satisfactory progress.  
Satisfactory performance is the equivalent of a grade "C" or better 
in undergraduate coursework and "B" or better in graduate courses.  
The entire class must be graded pass/fail and the grading system is 
to be noted in the course schedule.

F Fail - Indicates failure (no grade points).  All "F" grades, including 
those earned in pass/fail courses, are included in the GPA 
calculations.

	RATIONALE: 	The option to have a pass/fail option should 
		be linked to the nature of a course offering.  Students

CERTIFICATE STUDENTS, AND NON?DEGREE STUDENTS ENROLLED IN 
MORE THAN 9 CREDITS:

UAF has set scholastic standards so undergraduate, CERTIFICATE 
AND NON-DEGREE students ENROLLED IN MORE THAN 9 CREDITS 
earning less than satisfactory grades will examine their objectives 
carefully before continuing.  The scholastic standards are designed 
so that action is taken before a student's record deteriorates to the 
point that readmission to UAF or to another college or university 
becomes a problem.  In all cases involving poor scholarship, students 
are encouraged to consult with their advisors, instructors, or deans.

At the end of a semester, an undergraduate, CERTIFICATE OR NON-
DEGREE student ENROLLED IN MORE THAN 9 CREDITS failing to earn a 
GPA of 2.00 in courses at UAF will be subject to scholastic action.  
Depending upon the circumstances, scholastic action may result in a 
student being placed on probation, continued on probation or 
disqualified from the university.

Probation - Academic probation will occur when the semester grade 
point average of an undergraduate degree student ((or a full-time)), 
CERTIFICATE DEGREE STUDENT, OR A NON-DEGREE STUDENT TAKING 
MORE THAN 9 CREDITS falls below 2.00 A student previously on 
probation whose semester and/or cumulative GPA is less than 2.00 
may be continued on probation if circumstances warrant.  The 
probation determination, which is made by the dean of the college in 
which the student is m majoring, may include conditions and/or 
credit limitations which the student is expected to fulfill during 
his/her next enrollment at UAF.  Probation students may be referred 
for developmental advising/education and/or to a counseling center.  
In order to be removed from probation, a student's cumulative and 
semester gaps must be 2.00 or higher.  Academic probation will be 
noted on a student's UAF transcript.

Academic Disqualification - If a student's cumulative record 
indicates poor scholarship, the dean of the college in which the 
student is majoring may recommend that the student be not 
permitted to enroll in credit courses at UAF for the next regular 
semester following disqualification.  After one regular semester, a 
student may enroll at UAF as a special student, limited to six 
credits or less per semester for any remainder of the 
disqualification period.  A student under academic disqualification 
must reapply for admission to UAF when he/she wishes to be 
considered for readmission as a regular student.  The application for 
readmission should include evidence that the student now has a high 
probability for success in college.  A STUDENT MAY CONTINUE 
ENROLLMENT AT UAF ONLY AS A NON?DEGREE STUDENT, LIMITED TO 
ENROLLMENT TO 9 CREDITS OR LESS PER SEMESTER, UNTIL 
REINSTATED.  A STUDENT MUST APPLY FOR READMISSION WHEN 
HE/SHE WISHES TO BE RESTORED TO DEGREE SEEKING STATUS.

ACADEMIC HISTORY ENTRY - ACADEMIC PROBATION AND REMOVAL 
FROM DEGREE SEEKING STATUS WILL BE NOTED ON A STUDENT'S 
ACADEMIC HISTORY RECORD.  NO NOTATION WILL APPEAR ON AN 
OFFICIAL TRANSCRIPT OF THAT RECORD; HOWEVER, PROBATION AND 
REMOVAL FROM DEGREE SEEKING STATUS WILL APPEAR ON INTERNAL 
DOCUMENTS SUCH AS UNOFFICIAL TRANSCRIPTS AND COUNSELING 
REPORTS.

Good Standing - ((To be in good standing, an undergraduate UAF 
student must maintain an overall and most recent semester GPA of 
2.00 or better.))  AN UNDERGRADUATE STUDENT IS IN GOOD STANDING 
WHEN HIS/HER UAF CUMULATIVE GPA AND MOST RECENT SEMESTER'S 
GPA ARE 2.00 OR BETTER.

The credit by examination program is administered by the Testing 
Office at the Fairbanks campus. Examination is available through the 
College Level Examination Program (CLEP) and through locally 
arranged examinations. All exams may be repeated after an interval 
of one year. Grades from credit by examination are not computed in 
the GPA. In addition, credit by examination is not considered as UAF 
residence credit and is not considered as part of the semester study 
load for full-time, part-time classification. ONLY STUDENTS 
CURRENTLY ENROLLED OR PREVIOUSLY ENROLLED AT UAF AS PART OF 
A DEGREE/CERTIFICATE PROGRAM MAY BE AWARDED CREDIT BY 
EXAMINATION.

The UAF Faculty Senate postpones action on the proposed merit 
award program amendment until the December Senate meeting to 
allow members to present the motion to their constituents. The 
motion reads:

Amend the financial award program approved by the Fairbanks 
Assembly at Meeting #104, October 21, 1987, as follows:

A financial award program recognizing faculty for meritorious 
performance OR IN SUPPORT OF PROPOSED PROFESSIONAL ACTIVITIES 
OF MERIT shall be instituted based on the following principles:

	a) 	A fixed number of awards shall be given within each 
		College or School based on the total number of full time 
		faculty members (or equivalent).

	b)	Awards shall be ((made in the form of a bonus check)) of 
		substantial amount (say $1000 or $2000) annually (not a 
		continuing percentage increase).

	c)	The method of nomination of award recipients, criteria 
		for awards, and the selection of recipients within each 
		College or School shall be determined by a committee of 
		four faculty members nominated and elected by the 
		faculty within that College or School, and one student 
		from that College or School appointed by ASUA. Awards 
		shall be made by the cognizant dean from a pool of funds 
		provided to the school or college by the Office of the 
		Chancellor.


	EFFECTIVE: 	Upon Chancellor's Approval

	RATIONALE:	This amendment would permit the faculty of 
		a school or college to go ahead with an award program in 
		precisely the manner originally set forth, it would also 
		give the faculty in each school and college the option of 
		using the funds to underwrite or help underwrite small 
		proposed projects.  In the latter case, incentive is 
		encouraged and the criteria could be designed to 
		encourage collaboration.  The proposed amendment 
		simply authorizes, rather than mandates, such an option.

		The words "made in the form of a bonus check" assume a 
		program of awards to individuals and are not compatible 
		with the proposed option; however, the deletion of those 
		words does not prevent bonus checks from being 
		awarded, if a particular faculty chooses that route.  If 
		the motion is silent on that matter, it would be 
		internally consistent with whichever option a faculty 
		might choose.

		If the amendment is approved, the three principles set 
		forth in the motion would apply to either option chosen 
		by a faculty.

RESOLUTION PASSED (Unanimous Approval)

WHEREAS, The World Health Organization recommends that care 
	during normal pregnancy, birth, and afterwards should be the 
	duty of midwives, and the Alaska State Legislature has 
	legalized lay midwifery in Alaska; and

WHEREAS, Home birth and birthing-center births are an accepted, 
	legitimate and significant childbirth alternative for healthy 
	women in Alaska, and are an alternative for which University 
	of Alaska employees should enjoy freedom of choice without 
	financial penalty; and

WHEREAS, The University of Alaska inhibits the freedom of choice of 
	its employees and also inhibits free-market competition in 
	childbirth services by excluding the services of lay midwives 
	in its benefits package; and

WHEREAS, The World Health Organization can see no justification for 
	any specific geographic area to have more than 10 to 15 
	percent cesarean-section births, and because in nations such 
	as Holland, where home birth for healthy women is considered 
	superior to hospital births and where the rate of cesarean-
	section births is among the lowest in the industrialized world, 
	and because in many Alaska hospitals, the cesarean-section 
	rate hovers around 25 percent; and

WHEREAS, Some 125 babies a year in Fairbanks alone are born at 
	home or in non-hospital birthing centers attended by lay 
	midwives who are certified by the Midwives Association of 
	Alaska;

NOW, THEREFORE BE IT RESOLVED, That the University of Alaska 
	Fairbanks Faculty Senate supports a benefit package that 
	includes the appropriate payment of services provided by lay 
	midwives who are certified by the Midwives Association of 
	Alaska.
