Can the purchase of carbon offsets be included in travel requests?

Due to our remote location and need to collaborate, we travel by air a lot, especially certain researchers and high level administrators.

Can the purchase of carbon offsets be included in travel requests? When using general funds to travel? When using federal or other funds? Perhaps this can even be mandated. See Alaska Airlines partner Carbon Fund.
