Horizontal cuts

In earlier budget communications from the Chancellor (April 15), it was stated that a round of vertical reductions were being worked through and that horizontal reductions would be minimized wherever possible. In more recent communications, it has been stated multiple times that each unit has been told to plan for a 10% budget reduction. This does not seem like horizontal cuts are being minimized wherever possible, and does not seem strategic at all. Are some decisions on vertical cuts going to be made so we actually can minimize the horizontal cuts?
