How did Hess Commons get bookmobile service?

I just saw a flier saying that the public library's bookmobile was now visiting Hess Commons on a trial basis. Probably the borough is ultimately responsible for this decision, but maybe you can tell us why the University even asked for it. Hess Commons is literally 1500 feet from the nearest bus stop, where people can catch a ride to the library's front door. Why would the U ask for such an apparent waste?
