Six-month waiting period removed for new hires for tuition waivers?

According to the last paragraph on a Statewide report entitled, "HR Updates to Communicate
as of 2/21/2018",
"The president has approved a regulation change to eliminate the 6 month waiting period
for new
employees to use the tuition waiver. Also, the minimum grade requirements has been
eliminated. A new form is being developed with these new requirements to go into effect
for
Summer 2018 term."
Is this true? Did a new form get developed in time for the start of the Summer 2018
term? Should I hold off paying for my Summer classes? Should I tell my friends about
it?
