Length of service and pay

Was length of employment with the University factored into the equation in any way for those individuals who have not seen Step or Grade increases over the years? With the previous 10 years of salaries for UA employees available online it is evident that newer hires can start out making the equivalent salary to those who have been employed for a decade or more but were not given Step or Grade increases. If the surface level salaries and job titles were only used in determining pay equity without accounting for time employed then I would call the pay equity analysis that was carried out deeply flawed.
