Loud fans; power plant stack

Will an enclosure be erected to mitigate the noise from the large fans south of the lower dorms? It's hard to imagine that anyone in our neighborhood welcomes the airport-like sound levels. (What is the decibel level?) Also, I see smoke/steam coming now and then from our new power plant's stack. When will the new plant take over? Thanks.
