Medical exam paperwork

The fiscal year started July 1 and on Sept. 17 employees were told via email of the new wellness program. So instead of taking all the required paperwork to medical exams in that 6-week period, the employee or spouse has to double back and get the paperwork to the physicians and hope they fill it out. Why was there such a delay?
