New F&A rate, proposal guidance

The FY20-22 predetermined facilities and administrative (F&A) cost rates were announced by statewide Cost Analysis last week. The sponsored research rate
increased from 50.5% to 55.0% MTDC, and the other sponsored activities rate increased
from 37.2% to 38.5% MTDC. Please see the full rate sheet for all rate changes.
During the transition from old to new rates, there have been questions about which
F&A rates to use for outgoing proposals and for pending or incoming awards that were
proposed at the previous rates. Proposals submitted prior to the release of the new
F&A rates and awarded after June 30, 2019, will not be required to use the FY20-FY22
rates. However, if a sponsor will allow an overall budget increase for the new F&A
rate without affecting the direct costs requested, UAF will seek to use the new rates.
The Office of Grants and Contracts Administration will assist units in determining
the proper action when this occurs.
For proposals submitted after June 5, 2019, the budget should reflect the new FY20-22
F&A rates to comply with uniform guidance.
