New office furniture

In a fiscal crisis why was all new furniture order for the center for student rights and responsibilities office? I get wanting the students to feel welcome but all the staff needing new furniture? How does this not affect the bottom line for students? Was it really necessary to replace everything in time when the university was facing financial exigency?
