Parking decals follow-up

Follow-up question to parking decals because there seems to be some confusion in our office. I just want to verify that if we do get laid off that we will get a refund on parking decal because last year it said if you use payroll deduction to pay for your decal and you leave the univ none will be refunded if you already paid over the prorated amount to all in full.
