Sick leave and annual leave

Why can't you cash out sick leave like you can annual leave?
Or when you leave the university get paid for all your sick leave like you can annual. Sick leave is still paid leave that you earned and it feels like it by it just going away when you leave the university it is not fair to those didn't use their sick leave as soon as they earned it.
