Snow plowing and plug-ins

Plowing the snow up against the headbolt heater plug-ins in the SRC parking lot breaks them such that the wiring is exposed to the elements. This seems really dangerous and it's been happening (and I've been reporting it) for years. Is there another option for snow plowing that could avoid this? Or can someone fix them immediately if not?
