Are the Strategic Plan goals prioritized?

The chancellor listed the goals for UAF in a recent Cornerstone article. I wanted to know, are the goals in a priority list? If so, why is "revitalize key academic programs, from occupational endorsement to Ph.D." last on the list when that seems like the key to most of the other priorities?
