Travel reimbursement

If the university declares financial exigency, will any outstanding travel expense reports still be paid back? My colleagues and I have been waiting for months on some non-Concur ERs from the last fiscal year that still haven't been repaid. We're very concerned about whether we'll ever see our money again.
