UAF clearing bike paths

Driving to work on Thursday, June 9, around 7 a.m. near the middle of Farmers Loop I encountered a loader with a sweeper brush cleaning the bike path. As I drove past the loader, I noticed that it had a UAF logo on it.

Isn't cleaning bike paths, especially several miles from the university, the responsibility of DOT? What was going on here?
