Who is responsible for student safety?

Regarding VC Champagne's response below - who is responsible for the safety of students? Obviously, we all are. But who does the responsibility fall under?
Original question: Why isn’t student safety a focus of the Students Rights and Responsibility Center?
Original response: Safety is absolutely a focus, and is fundamental to everything the center does. For example, we cannot address student conduct, student care, educational outreach and student conflict resolution, to name just four of the focus areas, without having safety at the heart of every discussion and decision.
