Why charge for professional development classes?

In the recent email from Keli Hite-McGee, she indicated there were professional development trainings available. Why are these classes UA employees must pay for? Almost all of them ranged from $80-$100 for a session. Since there is no travel budgets for conferences, it would be useful to have professional development that was free for employees.
