Why do I have to see my advisor every semester?

Question 1: I was told I can not register for my classes until I meet with my advisor, why? My
adviser gives me wrong information and tells me the wrong classes to take. Why do
I have to meet with him if he doesn't seem to know what I need to take. I was also
told I can not go to the academic advising center since I "have a major" who am I
supposed to go to if my major adviser is incompetent at advising.
Question 2: What is the point of having to see my advisor every semester if they give me wrong
information or don't understand degree requirements/degree works? I have heard about
a lot of students having similar experiences with a bunch of different advisors. Who
is in charge of the advisors anyway?
