Why is there a max on tuition waivers for the employee?

Where is there a maximum of 16 credits an employee can get waived for the academic year?

Spouses and dependents can get as many credits as they want waived but the employee is  maxed at 16. If the course hours are not interfering with their work schedule at all why is there a cap?
